CHARGE TO TUITION POLICY REVIEW
COMMITTEE
Whereas, the Board of Governors has established a state-level
leadership committee to advise it on tuition and fee policies for Connecticut’s
public system of higher education, known as the Tuition Policy Review
Committee.
Be it resolved that the Board of Governors charges the
Committee with the following initial tasks:
- Review
and development of recommendations on the basic, underlying principles of Connecticut’s
tuition and fee policy for its public higher education system
- Review
and discussion of the goals and purposes of a public higher education
system, and clarification of what is meant by access to Connecticut’s
public system of higher education
- Examination
and discussion of the major drivers of tuition and fee increases, and a
discussion of funding adequacy in our public system
- Development
of interim recommendations on modifications to the Board’s tuition and fee
policy which preserve its underlying principles, but afford some
flexibility to assure quality services during the current state financial
downturn, for use by the Board in its review of tuition and fee rates in
early 2003
- Examination
of current need-based student financial programs for our public system,
with special attention to the tuition set-aside requirement and the Connecticut
Aid to Public College
student grant program
