December 2010

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits a program in Sport Management, leading to the Bachelor of Science (B.S.) degree, to be offered by Albertus Magnus College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits a program in Family Studies, leading to the Master of Arts (M.A.) degree, to be offered by Fairfield University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a Bachelor of Fine Arts (B.F.A.) degree in Illustration, to be offered by Lyme Academy College of Fine Arts, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a Master in Education (M.Ed.) program with concentrations in Teaching & Learning and Instructional Design & Technology, offered both online and on ground by Post University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification to the program in Holistic Thinking, changing the name to Learning and Thinking, leading to a Master of Arts (M.A.) degree, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification to the program in Irenic Studies, changing the name to Conflict Transformation, leading to a Master of Arts (M.A.) degree, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education reaccredits Saint Thomas Seminary for a period of five years, until December 31, 2015.

RESOLVED:  that the Board of Governors for Higher Education relicenses a program in Quality Systems Management, leading to the Master of Science (M.S.) degree, to be offered by The National Graduate School of Quality Management, until August 31, 2011. It is further resolved that this licensure is limited to those students who are currently enrolled in the program and, as such, any new cohorts approved by UTC must also be approved by the Commissioner of Higher Education.

RESOLVED:  that the Board of Governors for Higher Education reaccredits the Graduate Institute for a period of one year, until December 31, 2011. It is further resolved that the Board of Governors require the Graduate Institute to submit the following documentation to the Department of Higher Education as follows:

• Notification to the Department of Higher Education of the final appointment of an auditing firm

• Continue to submit quarterly financial and enrollment progress reports to DHE staff

• The Graduate Institute will submit by March 31, 2011 an audited financial statement for the year ending December 31, 2010.

• An accreditation application must be submitted to the Department of Higher Education no later than September 15, 2011. This application should include an update on Board governance including the composition of and meeting dates of the Board and the Finance sub-committee and subsequent evidence of internal financial controls.

November 2010

RESOLVED:  that the Board of Governors for Higher Education accredits a program in Child Studies, leading to the Bachelor of Science (B.S.) degree, to be offered by Goodwin College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education extends the licensure of a program in Illustration, leading to the Bachelor of Fine Arts (B.F.A.) degree, offered by the Lyme Academy College of Fine Arts, for a period of two months, until January 31, 2011. 

RESOLVED:  that the Board of Governors for Higher Education approves a program modification to the program in Histologic Science, leading to a Certificate, to offer the program online, at Goodwin College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves a program modification to the Associate of Applied Science degree (A.A.S.) in Paralegal offered at Lincoln College of New England to offer the program online for a period of time concurrent with institutional accreditation.  It is further resolved that the Associate degree program in Paralegal change from an Associate of Applied Science to an Associate of Arts (A.A.) degree, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification to the program in Human Services, leading to a Bachelor of Science (B.S.) degree, to be offered online and on-ground by Post University for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education extends the accreditation of Eastern Connecticut State University until June 30, 2011.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Business Administration, leading to an Associate in Arts (A.A.) degree, to be offered by Strayer University, for a period of three years until November 30, 2013.  It is further resolved that the University will provide to the Department copies of any articulation agreements that are formed with local community colleges and copies of CV’s for the two full-time faculty members upon hiring.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Business Administration, leading to a Bachelor of Business Administration (B.B.A.) degree, to be offered by Strayer University, for a period of three years until November 30, 2013.  It is further resolved that the University will provide to the Department copies of any articulation agreements that are formed with local community colleges, will notify the Department of any changes in the concentrations offered on-site at Verizon Wireless, and will forward copies of CV’s for the two full-time faculty members upon hiring.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Business Administration, leading to a Master’s of Business Administration (M.B.A.) degree, to be offered by Strayer University, for a period of three years until November 30, 2013.  It is further resolved that the University will notify the Department of any changes in the concentrations offered on-site at Verizon Wireless and will forward copies of CV’s for the two full-time faculty members upon hiring.

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits a program in Communication, leading to the Master of Arts (M.A.) degree, to be offered on-ground and online by Sacred Heart University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Curriculum and Assessment, leading to a Doctorate in Education (Ed.D.), to be offered online by Albertus Magnus College, for a period of three years until November 30, 2013.

RESOLVED:  that the Board of Governors for Higher Education accepts the NEASC assessment and grant reaccreditation to Post University through December 31, 2015.  It is also resolved that the Board of Governors requires the Department of Higher Education to participate in the Spring 2011 focused visit conducted by the NEASC and to receive copies of all findings, reports, and recommendations concerning that visit and that those findings, reports and recommendations will be presented to the Board of Governors for review.  

RESOLVED:  that the Board of Governors for Higher Education approves the FY 2010 annual reports on Endowed Chairs on the basis of evidenced use of funds against statutory purpose.

RESOLVED:  that the Board of Governors for Higher Education approves the operating fund quarterly reports for the three-month period ending September 30, 2010, as reported by the University of Connecticut, University of Connecticut Health Center, Connecticut State University System, Community-Technical College System and Board for State Academic Awards for submission to the Office of Policy and Management and the Appropriations and Education Committees.

October 2010

RESOLVED:  that the Board of Governors for Higher Education endorses the 2010 annual report of the Connecticut Higher Education Trust (CHET) for the submission to the Education and Finance, Revenue and Bonding Committees of the Connecticut General Assembly.

RESOLVED:  that the Board of Governors for Higher Education licenses a Bachelor of Arts (B.A.) and a Bachelor of Science (B.S.) degree in Professional Studies, on-ground and on-line, to be offered by Sacred Heart University, for a period of two years until October 20, 2012.

RESOLVED:  that the Board of Governors for Higher Education relicenses a program in Human Development, leading to a Bachelor of Science degree, to be offered by Wheelock College, for a period of three years, until October 31, 2013.

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits Advanced Graduate Certificates in Accounting, Finance, General Management, Human Resource Management, Information Systems and Operations Management, International Business, Marketing and Taxation, to be offered by Fairfield University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits an Associate of Science (A.S.) degree in Culinary Arts, to be offered by Manchester Community College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modifications to the program in Management- New Dimensions, changing the name to Management and Organizational Leadership- New Dimensions, leading to a Master of Science in Management (M.S.M.) degree, offered by Albertus Magnus College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves a modification to a program in Elementary Education, leading to a Masters of Arts (M.A.) degree, offered by Fairfield University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves a modification to a program in TESOL: Teaching English as a Second Language, leading to a Masters of Arts (M.A.) degree, offered by Fairfield University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification of the program in Survey Research, leading to a Master of Arts (M.A.) degree, offered by the University of Connecticut, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education extends the accreditation of the University of New Haven until December 30, 2011, or until such time as the Department of Higher Education receives a copy of the accreditation letter from the New England Association of Schools and Colleges concerning the University of New Haven after the NEASC evaluation team visit to the University in November 2010.

RESOLVED:  that the Board of Governors for Higher Education licenses an Associate of Science (A.S.) degree in Railroad Engineering Technology with a Signaling and Communications Option, to be offered by Gateway Community College, for a period of two years until October 20, 2012.

RESOLVED:   that the Board of Governors for Higher Education licenses a RN-BSN completion program, leading to Bachelor of Science in Nursing (BSN) degree, to be offered on-ground and online by Lincoln College of New England, for a period of two years until October 31, 2012. It is further resolved that the Board requires the College to submit a progress report by December 31, 2010 confirming course development, the hiring of a Department Chair, and the search for a full-time faculty member. It is also resolved that a second progress report will be due May 31, 2011 that will demonstrate capacity for the fully online RN-BSN program, including online course development, faculty hire, and the assessment tool that ensures equivalent content and student learning outcomes.

September 2010

RESOLVED:  that the Board of Governors for Higher Education approves the operating fund quarterly reports for the twelve-month period ending June 30, 2010, as attached by the University of Connecticut, University of Connecticut Health Center, Connecticut State University System, Community-Technical College System and Board for State Academic Awards for submission to the Office of Policy and Management and the Appropriations and Education Committees.

RESOLVED:  that the Board of Governors for Higher Education approve the draft of the 2010 Affirmative Action Plan, and authorize the Commissioner to approve the final draft of the 2010 plan for submission to the Connecticut Commission on Human Rights and Opportunities on or before October 15, 2010.

RESOLVED:  that the Board of Governors for Higher Education licenses a RN-BSN completion program, leading to Bachelor of Science in Nursing (BSN) degree, to be offered online by St. Vincent’s College, for a period of two years until September 30, 2012.

RESOLVED:  that the Board of Governors for Higher Education accredit Bais Binyomin Academy to offer a Certificate in Talmudic Studies, for a period of five years until September 30, 2015. It is further resolved that the Academy submit a progress report by September 30, 2011 providing the most current strategic plan, a copy of the revised Board of Directors bylaws, documentation demonstrating transferability of credit, a plan for assessment of learning outcomes, and an update on certificate completers.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Biblical Studies, leading to a Certificate, offered by St. Thomas Seminary, for a period of three years, until September 30, 2013.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in New Media Communication, leading to the Associate of Science (A.S.) degree, offered by Tunxis Community College, for a period of two years, until September 30, 2012.

RESOLVED:  that the Board of Governors for Higher Education licenses a Graduate Certificate in Space Systems Engineering, to be offered online and on-ground, by Stevens Institute of Technology for one year, until September 15, 2011.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Photography, leading to a Master of Fine Arts (M.F.A.) degree, offered by the University of Hartford, effective August 2, 2010 for a period of two years until August 2, 2012.

RESOLVED:  that the Board of Governors for Higher Education accredits an Associate of Science degree in Environmental Studies, to be offered by Goodwin College, effective August 22, 2010, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a Master of Fine Arts (M.F.A.) degree in Creative Writing, to be offered by Southern Connecticut State University for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification to a program in Humanities, with a name change to English in Humanities, leading to a Bachelor of Arts (B.A.) degree offered by Holy Apostles College for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification to a program in Religious Studies, with a name change to Theology, leading to a Bachelor of Arts (B.A.) degree offered by Holy Apostles College for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification to a program in Social Sciences, with a name change to History in the Social Sciences, leading to a Bachelor of Arts (B.A.) degree offered by Holy Apostles College for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification of the program in Psychology, leading to a Bachelor of Arts (B.A.) degree, offered Post University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves a modification to a program in Romance Languages, leading to a Master of Arts (M.A.) degree offered by Southern Connecticut State University, for a period of time concurrent with institutional accreditation.  The curriculum modifications allow for concentrations in French, Italian and Spanish.

RESOLVED:  that the Board of Governors for Higher Education approves the modification of the accredited program in Global Financial Services, leading to an Executive Master of Business Administration (M.B.A.) degree, offered by the University of Bridgeport, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accepts the NEASC assessment and grants accreditation to Norwalk Community College until September 30, 2015. It is also resolved that the Board of Governors for Higher Education requires the College to submit to the Department of Higher Education a copy of its progress report to NEASC in Spring 2012.

RESOLVED:  that the Board of Governors for Higher Education accepts the NEASC assessment and grants reaccreditation to Quinnipiac University through September 2015.  It is also resolved that the Board of Governors for Higher Education requires the University to submit to the Department of Higher Education a copy of its progress report to NEASC in Spring 2012 regarding development and implementation of a comprehensive approach to the assessment of student learning and institutional effectiveness, with particular attention to the assessment of the general education program and academic programs by discipline, as well as the Student Achievement and Success data forms.

June 2010

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Sustainability Studies, leading to a Bachelor of Science (B.S.) degree, to be offered by the University of New Haven for a period of three years until June 30, 2013.  This action is contingent on ACA recommendation on June 17, 2010 satisfactory to the Commissioner of Higher Education.

RESOLVED:  that the Board of Governors licenses and accredits a certificate program in Alternate Energy Transportation Technology, to be offered by Gateway Community College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits a program in Professional Studies, leading to a Bachelor of Professional Studies (B.P.S.) degree, to be offered both on ground and online by the University of Connecticut for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits a program in Professional Studies, leading to a Bachelor of Science (B.S.) degree, to be offered by the University of New Haven, for a period of time concurrent with institutional accreditation. This action is contingent on ACA recommendation on June 17, 2010 satisfactory to the Commissioner of Higher Education.

RESOLVED:  that the Board of Governors for Higher Education extends the institutional accreditation of The Graduate Institute (TGI) until December 31, 2010 with the following stipulations:

• TGI will provide quarterly financial and enrollment progress reports to DHE staff for the first three quarters of calendar year 2010.

• TGI will develop a strategic business plan that addresses how the institution will achieve financial sustainability.

• TGI will retain a consultant to advise the institution on improvements in its internal financial controls and Board governance (including, but not limited to, the creation of a Finance Committee) and implement such recommendations.

• TGI will conduct a search process for auditors to be selected by the Board of Directors.

These stipulations must be satisfied prior to the Board of Governors meeting in December 2010.

RESOLVED:  that the Board of Governors for Higher Education licenses programs in Cardiovascular Sonography and Diagnostic Medical Sonography, each leading to the Associate of Science (A.S.) degree, to be offered by Gibbs College (Sanford Brown College), for a period of two years, until June 30, 2012.

RESOLVED:  that the Board of Governors for Higher Education license a program in Health Information Administration, leading to a Bachelor of Science (B.S.) degree, to be offered both on ground and online by Lincoln College of New England for a period of two years until June 30 2013.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Human Services, leading to a Master of Science (M.S.) degree, to be offered both on ground and online by Albertus Magnus College for a period of three years until June 30, 2013.

RESOLVED:  that the Board of Governors accredits a program in Medical Assisting, to be offered by Gibbs College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification to a program in Broadcast Communications, with a name change to Broadcast-Cinema, leading to the Associate of Science (A.S.) degree offered by Middlesex Community College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves a program modification to the Associate of Applied Science (A.A.S.) and the Bachelor of Science (B.S.) degree programs in Criminal Justice offered at Lincoln College of New England to offer both programs online, for a period of time concurrent with institutional accreditation. It is further resolved that the Associate degree program in Criminal Justice change from an Associate of Applied Science to an Associate of Science (A.S.) degree, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves a modification to a program in University Studies, leading to a Bachelor of Arts (B.A.) degree offered by the University of Hartford online, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves program modifications to the Master of Science degree (M.S.) in Computer Information Systems offered at Quinnipiac University.  The modifications allow for online delivery of the program and rename the program “Information Technology.”

RESOLVED:  that the Board of Governors for Higher Education accredits Gibbs College, for a period of two years, until June 30, 2012.

RESOLVED:  that the Board of Governors accepts the bi-annual progress report as submitted from Embry Riddle Aeronautical University.

RESOLVED:  that the Board of Governors for Higher Education, subject to its responsibilities contained in Section 10a-5 of the Connecticut General Statutes, approve a merit award to the Director of the School Approval Unit as listed in Exhibit A, effective with the next pay period.  Exhibit on file.

May 2010

RESOLVED:  that the Board of Governors for Higher Education approves the operating fund quarterly reports for the nine-month period ending March 31, 2010, as attached by the University of Connecticut, University of Connecticut Health Center, Connecticut State University System, Community-Technical College System and Board for State Academic Awards for submission to the Office of Policy and Management and the Appropriations and Education Committees.

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits a program in Business Administration at the University of Connecticut, leading to a Bachelor of Science (B.S.) degree, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Occupational Therapy Assistant, leading to an Associate of Science (A.S.) degree, to be offered by Goodwin College for a period of two years, until May 31, 2012.

RESOLVED:  that the Board of Governors for Higher Education licenses an Associate of Science (A.S.) degree in Nursing, to be offered by Northwestern Connecticut Community College for a period of two years until May 31, 2012.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Environmental System Analysis and Management, leading to a Master of Science (M.S.) degree, to be offered by Sacred Heart University, for a period of two years until May 31, 2012.

RESOLVED:  that the Board of Governors for Higher Education accredits a Bachelor of Arts (B.A.) degree in Homeland Security, to be offered by Mitchell College for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a Bachelor of Science (B.S.) degree in Communication with concentrations 1) Interpersonal and Organizational Communication and 2) Performance and Technology, effective May 14, 2010, offered by Mitchell College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a program in Occupational Therapy, leading to the Master of Science degree (M.S.) and a Certificate of Advanced Graduate Study in Occupational Therapy, each offered online by Quinnipiac University for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves a program modification to the Associate of Applied Science degree (A.A.S.) in Health Information Technology offered at Lincoln College of New England to offer the program online.

RESOLVED:  that the Board of Governors for Higher Education approves the institution’s change of name from Gibbs College to Sanford Brown College.

April 2010

RESOLVED:  that the Board of Governors for Higher Education approves the establishment of the Dorothy W. Goodwin Endowed Chair in Special Education at Southern Connecticut State University and request $1 million in state matching funds as part of its FY 2011-13 operating budget request.

RESOLVED:  that the Board of Governors for Higher Education endorses the 2010-11 tuition and fee adjustments as presented.

RESOLVED:  that the Board of Governors for Higher Education approves the 2010 Annual Report on the Board’s Strategic Plan to Ensure Racial and Ethnic Diversity in Connecticut Public Higher Education for submission to the Governor, the Connecticut General Assembly and interested parties.

RESOLVED:  that the Board of Governors for Higher Education relicenses a program in Quality Systems Management, leading to the Master of Science (M.S.) degree, to be offered by The National Graduate School of Quality Management, until December 31, 2010.

RESOLVED:  that the Board of Governors for Higher Education relicenses a Master of Science (M.S.) degree in Chemistry, to be offered by the University of Rhode Island at the Pfizer Research Center in Groton, for a period of time 3 years until April 30, 2013.

RESOLVED:  that the Board of Governors for Higher Education licenses programs in Business Administration, Electrical and Computer Engineering, Manufacturing Engineering, Materials Process Engineering, Mechanical Engineering, and Systems Engineering, each leading to a Masters degree with the stipulation that within Connecticut, the Master’s level programs conform to State regulations by requiring either a comprehensive examination, a thesis based on independent research, or completing an appropriate special project.  It is also resolved that the Board of Governors for Higher Education licenses a program in Power Systems Management, leading to a graduate certificate, to be offered by Worcester Polytechnic Institute, for a period of three years, until April 30, 2013.

RESOLVED:  that the Board of Governors for Higher Education accredits a Master of Arts (M.A.) degree in Global Development and Peace, to be offered online and on campus, by the University of Bridgeport for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a program in Public Health with a concentration in Occupational and Environmental Health Sciences, leading to a Doctor of Philosophy (Ph.D.) degree, offered by the University of Connecticut, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits a program in Engineering and Operations Management, leading to the Master of Science in Engineering and Operations Management (M.S.E.O.M.) degree, to be offered by the University of New Haven, for a period of time concurrent with institutional accreditation.

March 2010

RESOLVED:  that the Board of Governors for Higher Education licenses a Certificate in Medical Billing and Coding, to be offered by Gibbs College, for a period of one year, until February 10, 2011.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Public Administration, leading to the Master of Public Administration (M.P.A.) degree, to be offered by Post University, both on campus and online, for a period of three years until March 31, 2013.

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits an online Nursing Education Track within the Master of Science in Nursing program, leading to a MSN, to be offered by Sacred Heart University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits an Associate of Science (A.S.) degree in Insurance and Financial Services, to be offered by Capital Community College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits an Associate of Science (A.S.) degree in General Studies, to be offered by Goodwin College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a Bachelor of Arts (B.A.) degree in Journalism, to be offered by Central Connecticut State University for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a Bachelor of Arts (B.A.) degree in Theater, to be offered by Quinnipiac University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education endorse the principles of the P20 Council.

RESOLVED:  that the Board of Governors for Higher Education approve the revised evaluation form for the Commissioner.

February 2010

RESOLVED:  that the Board of Governors for Higher Education approves the operating fund quarterly reports for the six-month period ending December 31, 2009, as attached by the University of Connecticut, University of Connecticut Health Center, Connecticut State University, Community-Technical College System and Board for State Academic Awards for submission to the Office of Policy and Management and the Appropriations and Education Committees.

RESOLVED:  that the Board of Governors for Higher Education accredits the Talmudic Institute of Connecticut and the Certificate in Talmudic Studies for a period of five years, until February 28, 2015.

RESOLVED:  that the Board of Governors for Higher Education approves Fairfield University’s request to offer doctoral level degree programs and licenses a program in Nursing Practice, leading to the Doctor of Nursing Practice (DNP) degree, for a period of two years until February 29, 2012.

RESOLVED:  that the Board of Governors for Higher Education licenses the following programs at Sacred Heart University, for a period of three years until February 28, 2013:

• A program in Applied Psychology, leading to a Master of Science (M.S.) degree delivered on ground and online;  
• A graduate certificate in Industrial Organizational Psychology offered both on ground and online; and  
• A graduate certificate in Community Psychology offered both on ground and online. 

RESOLVED:  that the Board of Governors for Higher Education relicenses the program in American Maritime Studies, offered by Williams College at Mystic Seaport in Mystic, Connecticut, for a period of three years until February 28, 2013.

January 2010

RESOLVED:  that the Board of Governors for Higher Education adopts the policies as noted in Exhibit B. 

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Health Science, leading to the Bachelor of Science (B.S.) degree, to be offered by the University of Bridgeport, for a period of three years, until January 31, 2013.

RESOLVED:  that the Board of Governors for Higher Education accredits a minor program in Language and Computation, to be offered by Central Connecticut State University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a program in Hospitality and Tourism Management, leading to the Bachelor of Science (B.S.) degree, to be offered by Mitchell College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a Master of Arts (MA) degree in Communication, to be offered by Fairfield University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredits a Master of Fine Arts (MFA) degree in Creative Writing, to be offered by Fairfield University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Exercise Science, leading to an Associate of Science (A.S.) degree, to be offered by Three Rivers Community College for a period of two years, until December 10, 2011.

RESOLVED:  that the Board of Governors for Higher Education licenses a Master of Fine Arts (MFA) degree in Writing, to be offered by Albertus Magnus College, for a period of two years, until December 10, 2011.

RESOLVED:  that the Board of Governors for Higher Education licenses a program in Physician Assistant, leading to the Master of Science degree, to be offered by the University of Bridgeport, for a period of three years, until January 31, 2013.

RESOLVED:  that the Board of Governors for Higher Education licenses and accredits a program in Visual Fine Arts, leading to an Associate in Arts (A.A.) degree, to be offered by Three Rivers Community College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification of the accredited program in Counselor Education Community & School into two separate programs to include School Counseling and Clinical Mental Health Counseling, each leading to the Master of Arts (M.A.) degree, offered by Fairfield University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification of the accredited program in Business Administration, leading to the Master of Business Administration (MBA) degree, to be offered online and on ground by Sacred Heart University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approves the modification to the Master of Fine Arts degree (MFA) program name from Professional Writing to Creative and Professional Writing, offered by Western Connecticut State University, for a period of time concurrent with institutional accreditation. 

RESOLVED:  that the Board of Governors for Higher Education permits admission to students outside of the UTC affiliates into programs offered at the East Hartford campus of Embry-Riddle Aeronautical University, for a period of time concurrent with institutional licensure.

RESOLVED:  that the Board of Governors for Higher Education extends the licensure of a program in Quality Systems Management, leading to the Master of Science degree, offered by the National Graduate School, until March 31, 2010.
