At its meeting on January 19, 2000, a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that the Board of Governors license and accredit a program in
mathematics leading to the Master of Science degree, to be offered by
Fairfield University, concurrent with institutional accreditation.
- RESOLVED: that the Board of Governors reaccredit the International College
of Hospitality Management and its previously approved programs until January
2005.
- RESOLVED: that the Board of Governors approve as a program modification
Quinnipiac College’s request to offer a program in Biomedical Sciences
leading to a Bachelor of Science degree for a period of time to coincide
with institutional accreditation.
- RESOLVED: that the Board of Governors accredit until June 2003 a program
in Elementary Education leading to a Master of Arts in Teaching degree to be
offered by Quinnipiac College provided that the College submit a report by
January 2003 on continued progress in monitoring student enrollments,
faculty appointments, and augmentation of library resources.
- RESOLVED: that the Board of Governors approve Quinnipiac College to offer
until June 2003 B.A.-M.A.T. tracks as part of its currently approved Master
of Arts in Teaching programs in Middle Grades and Secondary Education
provided that the College submit by January 2003 a report on continued
progress in monitoring student enrollments, faculty appointments, and
implementation of library resources.
- RESOLVED: that the Board of Governors license and accredit a program in
Sport Management leading tot he Bachelor of Science/Bachelor of Arts degree,
to be offered by Sacred Heart University, concurrent with institutional
accreditation.
- RESOLVED: that the Board of Governors approve Saint Joseph College for a
period of time to coincide with institutional accreditation, to offer an
accelerated B.S.N. – M.S.N. option as part of its currently approved nursing
programs leading to a Bachelor of Science in Nursing (BSN) and a Master of
Science in Nursing (MSN).
- RESOLVED: that the Board of Governors license and accredit an executive
program in engineering management leading to a Masters of Science degree, to
be offered by the University of New Haven, concurrent with institutional
accreditation.
- RESOLVED: that the Board of Governors endorses the following
recommendation concerning the FY 2000-01 tuition and fee adjustments:
For
the system:
- Funding to address program enhancement, expansion and quality
improvement should be provided by the state through direct
appropriations on evidence of need to the purpose of raising the overall
level of excellence of higher education in the state and its workforce
development initiatives and should not be financed solely through
student tuition and fees.
- RESOLVED: that the Board of Governors endorses the following
recommendations concerning the FY 2000-01 tuition and fee adjustments:
For
the system:
- In the spirit of ensuring affordable access, encouraging college
attendance and supporting workforce development in Connecticut, tuition
and fee increases should be kept to a minimum. For FY 2000-01, tuition
(including educational extension fees) and other fee increases should be
limited, wherever possible, to current inflationary changes as measured
by the Higher Education Price Index.
- If the state decides to freeze tuition at current levels for the
second year of the biennium, the rate of increase subsidized for each
constituent unit should be equal, and no more than 3 percent.
- Tuition freeze dollars should be considered tuition replacement and,
as such, subject to the Board of Governors’ 15 percent student financial
aid set-aside requirement.
- RESOLVED: that the Board of Governors endorses the following comments and
recommendations concerning the FY 2000-01 tuition and fee adjustments:
For
the University of Connecticut:
- The Board of Trustees for the University of Connecticut should be
commended for its commitment to keep tuition and fee increases to a
minimum for next year.
- The amount of infrastructure maintenance fee revenue that exceeds
targeted debt service requirements should be considered additional
tuition revenue and, therefore, should be subject to the 15 percent
student financial aid set-aside requirement.
For the Connecticut State University:
- The Board of Trustees for the Connecticut State University (BOTCSU)
should be commended for lowering the requested tuition increases from 5
to 6 percent to 3.9 percent.
- The BOTCSU should require strategic plans for intercollegiate
athletics to be completed prior to the development of the next biennial
budget. The BOTCSU should discourage additional expansion to the
Division I level.
- The strategic plans should assess the impact of expanding
intercollegiate athletics at the expense of students on: (a) college
affordability and (b) the college’s ability to fund academics
priorities.
- In reviewing and reporting to the Board of Governors its current
financial reporting policies, the BOTCSU should ensure: (a) proper
coding of revenues and expenses, (b) compliance with national accounting
and reporting standards, (c) consistency among its institutions. The
BOTCSU should report to the Board of Governors on progress on addressing
these issues by June 30, 2000.
For the Community-Technical Colleges:
- The Board of Trustees for the Community-Technical Colleges should be
commended for holding the line on tuition and fee increases and for
keeping its request for a state funding offset to 3 percent.
For Charter Oak State College:
- The Board for State Academic Awards (BSAA) should ensure that fee
adjustments are reviewed and approved in December as required by the
Board of Governor’s tuition and fee policy.
- BSAA should explore ways to simplify its rather complex fee structure.
- RESOLVED: that the Board of Governors endorses the performance measures
for the constituent units and public institutions of higher education as
provided in Attachment A with the exception that certain measures addressing
strategic plan goals will be moved from Goals 1 to 6 to a separate section.
In addition, it is recommended that each constituent unit consider other
measures of progress on strategic initiatives and submit them to the
Department of Higher Education in time for inclusion in the Commissioner’s
February report to the General Assembly.
It is further recommended that it be understood that the report is an
initial document to be improved and expanded upon in future years,
particularly in the following areas:
- Being responsive to the issue of distance education and giving it
parameters of discussion under performance measures
- Making the information comprehensible to the public
- Addressing technology learning and literacy and teacher education
- Asking institutions to examine each other’s measures or add measures
in areas where new information can be developed
At its meeting on February 23, 2000, a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that the Board of Governors approve the operating fund quarterly
reports for the six-month period ending December 31, 1999, for the
University of Connecticut, University of Connecticut Health Center,
Connecticut State University, Community-Technical Colleges and Charter Oak
State College for submission to the Office of Policy and Management and the
Appropriations and Education Committee.
- RESOLVED: that the Board of Governors accredit programs in Entrepreneurial
Studies leading to a Certificate and Associate in Science degree, to be
offered by Gateway Community-Technical College, concurrent with
institutional accreditation.
- RESOLVED: that the Board of Governors accredit a program in Medical
Assisting leading to the Associate in Science degree, to be offered by St.
Vincent’s College, concurrent with institutional accreditation.
- RESOLVED: that the Board of Governors license an Early Childhood Education
program leading to a Bachelor of Science degree to be offered by Southern
Connecticut State University until February 2002.
- RESOLVED: that the Board of Governors extend the licensure of Central
Connecticut State University’s Master of Arts program in Information Design
until June 2002 to allow the University time to insure continued compliance
with the Board’s Approval Standards, with the provision that the University
submit by January 2002 a report on continued progress in addressing the
findings of the evaluation team in the areas of purposes and objectives,
administration, faculty, curriculum and instruction, and facilities.
- RESOLVED: that the Board of Governors approve until June 2002 Sacred Heart
University’s request to offer at an off-campus site in Stamford its
previously approved programs in Elementary, Middle Grades and Secondary
Education leading to a Master of Arts in Teaching degree and to a Sixth Year
Certificate of Advanced Study in Teaching; and the Intermediate
Administrator Certificate and Sixth Year Certificate for Advanced Study in
Administration programs, with the provision that the University submit by
January 2002 a report on progress in implementing these programs with
particular attention to student enrollment, full-time faculty and library
resources at the Stamford Campus.
- RESOLVED: that the Board of Governors license and accredit a program in
Engineering leading to the Master of Engineering degree, to be offered by
the University of Connecticut at Storrs and United Technologies, East
Hartford, concurrent with institutional accreditation.
- RESOLVED: that the Board of Governors license the University of
Connecticut to offer a Bachelor of Science in Business Administration degree
at the University’s Stamford campus until February 2002.
- RESOLVED: that the Board of Governors endorse the proposed by-laws and
process changes in the its public meeting scheduled for February 23rd,
with a vote on same expected in March 2000.
At its meeting on March 15, 2000, a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that the Board of Governors license and accredit a program in
Interactive Information Technology leading to the Bachelor of Arts degree,
to be offered by the University of Hartford, concurrent with institutional
accreditation.
- RESOLVED: that the Board of Governors accredit a Physician Assistant
program leading to the Master of Health Science degree, to be offered by
Quinnipiac College, concurrent with institutional accreditation.
- RESOLVED: that the Board of Governors approve the establishment of an
Alternate Route to Certification for Bilingual Teachers, and the new
academic-year delivery modality called ARC II.
- RESOLVED: that the 2000 Annual Report on the Board’s Strategic Plan to
Ensure Racial and Ethnic Diversity in Connecticut Public Higher Education be
approved and submitted to the Governor, the Connecticut General Assembly and
interested segments of the public.
- RESOLVED: that the Board of Governors approve the Department of Higher
Education Telephone and Computer Usage Policy as presented in Exhibit A.
- RESOLVED: that the Board approve the by-law changes endorsed as amended
(Exhibit B) on February 23, 2000.
- RESOLVED: that the Board approve two amended and one new position
description in the Department of Higher Education (Exhibit C).
At its meeting on April 3, 2000, a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that the Board of Governors endorses the agreement regarding
educational programs in Waterbury as signed by Chief Executive Officers of
the University of Connecticut, Connecticut State University, Board for State
Academic Awards and Community-Technical Colleges.
At its meeting on May 17, 2000, a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that the Board of Governors approve the operating fund quarterly
reports for the nine-month period ending March 31, 2000, for the University
of Connecticut, University of Connecticut Health Center, Connecticut State
University, Community-Technical Colleges and Charter Oak State College for
submission to the Office of Policy and Management and the Appropriations and
Education Committee.
- RESOLVED: that the Board of Governors license a program in
Graphic/Information Design leading to the Bachelor of Arts degree, to be
offered by Central Connecticut State University, until May 2002.
- RESOLVED: that the Board of Governors license a program in Criminal
Justice leading to the Bachelor of Arts degree, to be offered by Quinnipiac
College, until May 2002.
- RESOLVED: that the Board of Governors license a program in Public
Relations leading to the Bachelor of Arts degree, to be offered by
Quinnipiac College, until May 2002.
- RESOLVED: that the Board of Governors accredit a program in Judaic Studies
leading to the Master of Arts degree, to be offered by the University of
Connecticut, concurrent with institutional accreditation.
- RESOLVED: that the Board of Governors approve off-campus programs in
Business Management leading to the Bachelor and Master’s degree to be
offered by Albertus Magnus College.
- RESOLVED: that the Board of Governors license a program in E-Media leading
to the Master of Science degree, to be offered by Quinnipiac College, until
May 2002.
- RESOLVED: that the Board of Governors license a program in Computer
Science/Internet Studies leading to the Bachelor of Science degree, to be
offered by Quinnipiac College, until May 2002.
At its meeting on June 21, 2000 a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that for FY 2001, 80 percent of the budgeted appropriation for
the Connecticut Aid to Public College Students (CAPCS) ($15,807,409) be
allocated to public colleges based on proportion of unmet grant need; the
remaining 20 percent of CAPCS dollars for FY 2001 ($3,951,852) be allocated
to the public colleges based on unmet grant need weighted by tuition
differentials at each of the units. Further, the Department should consider
adjusting the formula next year to factor in actual utilization of tuition
set-aside funds.
- RESOLVED: that the Board of Governors endorse the FY 2000-01 OnlineCSU fee
schedule as approved by the Board of Trustees for the Connecticut State
University, with concurrent statement of caution regarding continuation of
sharp increases. It is further recommended that the suspension of the
in-state versus out-of-state tuition rate differential policy for online
course offerings be continued for an additional year to allow further
discussion on this issue.
- RESOLVED: that the Board of Governors endorse the FY 2001-03 operating
budget priorities as follows:
Technology:
- Permanent and enhanced funding for Virtual Library initiative
- Permanent funding for technology initiative, including professional
development funds
Student Financial Aid:
- Full-funding of Capitol Scholarship Initiative
- Full-funding of CAPCS and CICSG programs
- Limited tuition and fee increases based on projected inflationary
changes
Workforce Development:
- Funding incentives for graduates in high-demand fields
- Funding for short-term, non-credit education and training programs
- Quality faculty and academic support resources for expanded full-time
enrollment
Accountability:
- Incentive funding pool for strategic initiatives
Facilities Preservation:
- Adequate funding to ensure maintenance and upkeep of new and newly
renovated facilities
At its meeting on September 20, 2000, a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that the Board of Governors approve the partial draft of the
2000 Affirmative Action Plan and authorize the Interim Commissioner to
review and approve or reject the final draft for submission to the
Connecticut Commission on Human Rights and Opportunities on or before
October 15, 2000.
- RESOLVED that the Board of Governors approve the operating fund quarterly
reports for the twelve-month period ending June 30, 2000, for the University
of Connecticut, University of Connecticut Health Center, Connecticut State
University, the Community-Technical College System and Charter Oak State
College for submission to the Office of Policy and Management and the
Appropriations and Education Committees.
- RESOLVED that the Board of Governors endorse the Department of Higher
Education’s FY 2001-03 Biennial General Fund Current Services Request of
$75,328,503 for FY 2002 and $80,223,836 for FY 2003.
- RESOLVED that the Board of Governors for Higher Education establish the
William A. O’Neill Endowed Chair in Public Policy and Practical Politics at
Central Connecticut State University and authorize the appropriate release
of funds from the Endowed Chair Investment Fund as provided under Fund
guidelines.
- RESOLVED: that the Board of Governors license a program in General Studies
leading to the Associate in Science degree to be offered on-line by the
Connecticut Community College Consortium, until June 2002.
- RESOLVED: that the Board of Governors extend the accreditation of St.
Basil’s College and its previously approved Bachelor’s program in Philosophy
for a period of five years.
- RESOLVED: that the Board of Governors license and accredit a program in
library science leading to the Master of Library Science degree to be
offered on-line by Southern Connecticut State University, concurrently with
institutional accreditation.
- RESOLVED: that the Board of Governors accredit Teikyo Post University’s
distance education programs in A.S. and B.S. degrees in Management, B.S.
degree in Integrated Business, B.S. degree in Management Information
Systems, and B.S. degree in Criminal Justice through distance education for
a period of time concurrent with institutional accreditation.
- RESOLVED: that the Board of Governors license a program in Communication
and Technology Studies leading to the BA/BS degree, to be offered by Sacred
Heart University, until October 2002.
- RESOLVED: that the Board of Governors extend the licensure of a program in
Health Care Management leading to the Associate in Science degree offered by
St. Vincent’s College, until October 2001.
- RESOLVED: that the Board of Governors license a program in Biology leading
to the Bachelor of Science degree, to be offered by Teikyo Post University,
until October 2002.
- RESOLVED: that the Board of Governors license a program in Human Services
leading to a Bachelor of Science Degree at Teikyo Post University until
September, 2002. Further, that the University provide a progress report to
the Department of Higher Education in September, 2001.
- RESOLVED: that the Board of Governors accredit a Bachelor of Science
degree program in integrated business to be offered by Teikyo Post
University, concurrent with institutional accreditation.
- RESOLVED: that the Board of Governors accredit a Bachelor of Science
degree program in management information systems to be offered by Teikyo
Post University, concurrent with institutional accreditation.
- RESOLVED: that the Board of Governors accredit a modified program in
International Languages and Cultures Program leading to the Bachelor of Arts
degree or to a Minor Concentration, offered by the University of Hartford,
concurrently with institutional accreditation.
- RESOLVED: that the Board of Governors license a program in Computer
Engineering leading to the Bachelor of Science degree, to be offered by the
University of New Haven, until October 2002.
- RESOLVED: that the Board of Governors appoint to the Advisory Committee on
Accreditation six members and alternates for a term until August 2003, and
authorize the Commissioner to make interim appointments to fill vacancies
that may occur during the coming year.
At its meeting on October 18, 2000, a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that the Board of Governors license a program in Criminal
Justice leading to the Bachelor of Arts degree, to be offered by Mitchell
College, until November, 2002.
- RESOLVED: that the Board of Governors license a dual degree program
combining the Master of Business Administration and the Master of Science in
Accounting, to be offered by the University of Connecticut at its campus in
Storrs, until September 2002.
- RESOLVED: that the Board of Governors license a dual degree program
combining the Master of Business Administration and the Master of Science in
Accounting, to be offered by the University of Connecticut at its campus in
Stamford, until September 2002.
- RESOLVED: that the Board of Governors approve a program in Insurance Law,
offered via Video Link, leading to the Master of Law degree, to be offered
by the University of Connecticut School of Law.
- RESOLVED: that the Board of Governors accredit a program in World
Religions leading to the Bachelor of Arts degree, to be offered by the
University of Bridgeport, concurrent with institutional accreditation.
- RESOLVED: that the Board of Governors approve the program modifications in
the University of New Haven’s Industrial Relations program – including a
change in the name of the degree program to Labor Relations and a
streamlining of the curriculum, concurrent with institutional accreditation.
- RESOLVED: that the Board of Governors accredit a program in Plastics and
Rubber Engineering Technology leading to the Associate in Science degree, to
be offered by Naugatuck Valley Community College, concurrent with
institutional accreditation.
- RESOLVED: that the Board of Governors license and accredit a program in
Biomedical Engineering leading to the Bachelor of Science in Engineering
degree, to be offered by the University of Connecticut, concurrent with
institutional accreditation.
- RESOLVED: that the Board of Governors license and accredit a program in
Engineering Physics leading to the Bachelor of Science in Engineering
degree, to be offered by the University of Connecticut, concurrent with
institutional accreditation.
- RESOLVED: that the Board of Governors license a program in Technology
Management leading to the Master of Science in Technology Management degree,
to be offered by the University of Connecticut at its campus in Stamford,
until September 2002.
- RESOLVED: that the Board of Governors license a program in Technology
Management leading to the Master of Science in Technology Management degree,
to be offered by the University of Connecticut in Storrs, until September
2002.
- RESOLVED: that the Board of Governors approve the 2000 annual reports on
Endowed Chairs on the basis of evidenced use of funds against statutory
purpose.
- RESOLVED: that the Board of Governors approve the application of
Connecticut State University for the establishment of an endowed chair in
Sustainable Energy Studies at Eastern Connecticut State University and
present the petition to state authorities for a state fund match of five
hundred thousand dollars.
- RESOLVED that the Board of Governors approves the extension of the date of
retirement for Frank Salamon from November 1, 2000 to January 1, 2001 and an
amendment to salary for this period to which Mr. Salamon will serve as
Special Advisor, Alternate Route to Certification.
- RESOLVED: that the Board of Governors to approve the Accountability Report
Prototype for transmittal to the Joint Standing Committee on Education.
At its meeting on November 2, 2000, a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that the Board of Governors approve the FY 2001-03 Biennial
Operating Budget Request as recommended by the Commissioner on Exhibit A.
- RESOLVED: that the Board of Governors approve the FY 2001-03 Biennial
Capital Budget Request as recommended by the Commissioner on Exhibit B.
At its meeting on November 15, 2000, a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that the Board of Governors approve the operating fund quarterly
reports for the three-month period ending September 30, 2000, for the
University of Connecticut, University of Connecticut Health Center,
Connecticut State University, Community-Technical College System and Charter
Oak State College for submission to the Office of Policy and Management and
the Appropriations and Education Committee.
- RESOLVED that the Board of Governors approve the peer institutions listed
in Appendix B for the Community-Technical College System for use in
comparing and reporting performance on accountability measures required
under Public Acts 99-295 and 00-220.
- RESOLVED that the Board of Governors approve the 2001 Board of Governors
for Higher Education proposed meeting schedule as revised.
- RESOLVED: that the Board of Governors license and accredit a program in
Community Bank Management leading to the Executive Master of Business
Administration degree to be offered by Fairfield University, for a time
concurrent with the University’s institutional accreditation.
- RESOLVED: that the Board of Governors accredit a program in Occupational
Therapy Assistant leading to the Associate in Science degree, to be offered
by Housatonic Community College, for a period concurrent with the College’s
institutional accreditation.
- RESOLVED: that the Board of Governors license a program in Advertising
leading to the Bachelor of Science degree, to be offered by Quinnipiac
University, until December 2002.
- RESOLVED: that the Board of Governors license a program in Early Childhood
Education leading to the Associate in Science degree and to a Certificate,
to be offered by Tunxis Community College, until December 2002.
- RESOLVED: that the Board of Governors extend the licensure of a program in
Aviation Science leading to the Master of Science degree, to be offered by
the University of New Haven, until December 2001.
- RESOLVED: that the Board of Governors license and accredit programs in
Legal Studies leading to the Associate in Science and Bachelor of Science
degree, to be offered by the University of New Haven, concurrent with
institutional accreditation.
- RESOLVED: that the Board of Governors approve the following proposals as
part of its 2001 legislative agenda:
- approval of constituent unit tuition and fee increases if these rates
exceed the cost of the Consumer Price Index;
- creation of a capped formula for costs associated with oversight of
the private occupational schools; and
- reduction in the percentage of administrative funds for the Minority
Teacher Incentive Grant Program.
- RESOLVED: that the Board of Governors for Higher Education, subject to its
responsibilities as contained in Section 10a-5 of the Connecticut General
Statutes to select and employ a commissioner of higher education, to fix
terms and conditions of employment, and to fix compensation for the
position, elects Valerie F. Lewis as the Commissioner with salary and
starting date to be negotiated.
At its meeting on December 20, 2000, a quorum being present, the Board of
Governors for Higher Education approved the following resolutions:
- RESOLVED: that the Board of Governors approve the program modification, to
add a specialization in Media Arts, in the accredited Bachelor of Arts in
Art major at Central Connecticut State University, for a time concurrent
with the University’s institutional accreditation.
- RESOLVED: that the Board of Governors accept the NEASC assessment and
grant reaccreditation to Quinnipiac University through 2005.
- RESOLVED: that the Board of Governors approval a program modification
proposed by the University of Connecticut, leading to a Master of Arts in
International Studies with a concentration in Italian Studies, concurrent
with institutional accreditation.
- RESOLVED: that the Board of Governors accredit a program in Environmental
Engineering Technology leading to the Associate in Science degree offered by
Three Rivers Community College, concurrent with institutional accreditation.
