April 2008

RESOLVED:  that the Board of Governors for Higher Education accredit a program in American Studies, leading to the Bachelor of Arts (B.A.) degree, to be offered by the University of Connecticut, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accredit a program in Clinical and Translational Research, leading to a Master of Science (M.S.) degree, to be offered by the University of Connecticut, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education license a program in Nursing Practice, leading to the Doctor of Nursing Practice degree (DNP), to be offered by the University of Connecticut, for a period of three years until March 30, 2011.

RESOLVED:  that the Board of Governors for Higher Education accredit a program in Physical Therapy, leading to the Doctor of Physical Therapy (DPT) degree, to be offered by the University of Connecticut, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education license a program in General Studies, leading to an Associate of Science Degree (A.S.), to be offered by Goodwin College, for a period of two years until March 2010.

RESOLVED:  that the Board of Governors for Higher Education accredit the Montessori Primary Education program, leading to the Master of Education (M.Ed.) degree, offered by the University of Hartford, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education license a program in Physical Therapist Assistant (PTA), leading to the Associate of Science (A.S.) degree, to be offered by Norwalk Community College, for a period of three years until March 2011.

RESOLVED:  that the Board of Governors for Higher Education accredit a program in Human Services, leading to the Master of Science degree, to be offered on-line and on-campus, offered by Post University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approve the establishment of an Endowed Chair in Biology at Eastern Connecticut State University and request $500,000 in state matching funds as part of its FY 2009-11 operating budget request. 

RESOLVED:  that the Board of Governors direct the Department of Higher Education to request that the Governor and state legislature double the state’s allocation for the Minority Advancement Program for the 2009-11 biennium.  (Since earlier attempts to achieve this goal have been unsuccessful, it is further recommended that proposals regarding the expansion of MAP be aligned with state initiatives to effect economic development, workforce development and/or school reform.)

The Board of Governors further directs the Department of Higher Education to begin a restructuring and/or expansion of the ConnCAP and ConnCAS programs to increase the number of targeted students prepared to enter and succeed in acquiring an undergraduate degree and approve the 2008 Annual Report on the Board’s Strategic Plan to Ensure Racial and Ethnic Diversity in Connecticut Public Higher Education for submission to the Governor, the Connecticut General Assembly and interested parties.

March 2008

RESOLVED:  that the Board of Governors for Higher Education accept the work of the Connecticut Nanotechnology Education Consortium and its Curriculum Committee, and thereby authorize the creation of the Connecticut Nanotechnology Minor.  It is further resolved that the Board of Governors for Higher Education authorize the award of the Certificate in Nanotechnology, which will be earned at the completion of the Connecticut Nanotechnology Minor, by the State of Connecticut, through the action of the Board of Governors for Higher Education.  And it is additionally resolved that the Board of Governors for Higher Education express its official appreciation to the Connecticut Nanotechnology Education Consortium and to the Curriculum Committee for their work creating and implementing the Connecticut Nanotechnology Minor and the Nanotechnology Applications Course.

RESOLVED:  that the Board of Governors for Higher Education license and accredit a program in Business Management, leading to the Associate of Science (A.S.) and the Bachelor of Science (B.S.) degrees, to be offered by Albertus Magnus College through its New Dimensions program at Whelen Engineering in Chester, Connecticut, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education license and accredit a program in Management Information Systems, leading to the Associate of Science (A.S.) degree, offered by Manchester Community College, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education accept the NEASC assessment and grant reaccreditation to Naugatuck Valley Community College until April 30, 2013.

RESOLVED:  that the Board of Governors for Higher Education relicense ten programs in business and information technology offered by the University of Phoenix at its campus in Norwalk, Connecticut: the B.S. in Business/Management and the Master of Business Administration program for a period of three years, until June 30, 2011, and the B.S. in Business/Administration, B.S. in Business/Marketing, B.S. in Business/E-Business, B.S. in Information Technology, B.S. in Management, M.A. in Organizational Management, Master of Business Administration in Technology Management, and M.S. in Computer Information Systems for a period of one year, until June 30, 2009.  It is further resolved that the University of Phoenix will present a progress report to the Department of Higher Education, by April 1, 2009, for the eight programs licensed for one year, in that report demonstrating that the programs are active and including information on program applications, enrollments, faculty appointments, and related information. The progress report will serve as the University’s application for the relicensure of each program which is demonstrated as being active and viable in Connecticut.

RESOLVED:  that the Board of Governors for Higher Education accredit a program in Instructional Leadership, leading to the Doctor of Education (Ed.D.) degree, offered by Western Connecticut State University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education endorse Connecticut’s 2008 accountability report for higher education and transmit it to both the Joint Standing Committees on Education and Higher Education and Employment Advancement.

RESOLVED:  that the Board of Governors for Higher Education approve the constituent unit operating fund reports for the six-month period ending December 31, 2007, for the University of Connecticut, University of Connecticut Health Center, Connecticut State University, Community-Technical College System and Board for State Academic Awards for submission to the Office of Policy and Management and the Appropriations and Education Committees.

RESOLVED:  that the Board of Governors for Higher Education, subject to its responsibilities contained in Section 10a-5 of the Connecticut General, approve a merit award to the Interim Commissioner who served from February 1, 2008 to February 29, 2008 as listed in Exhibit A (exhibit on file), effective with the next pay period. 

February 2008

RESOLVED that the Board of Governors for Higher Education appoint Jane Ciarleglio, Associate Commissioner of Programs and Student Services, as Interim Commissioner for the period of February 1, 2008 to February 29, 2008.

January 2008

RESOLVED:  that the Board of Governors for Higher Education extend the licensure of the Master of Science in Human Services program, offered by Post University, until May 31, 2008.

RESOLVED:  that the Board of Governors for Higher Education accredit a program in Physical Therapy, leading to the Bachelor of Science and Doctor of Physical Therapy (BS/DPT) degrees, to be offered by Quinnipiac University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education license and accredit a program in Interactive Communications, to be offered on-line by Quinnipiac University, leading to a Master of Science (M.S.) degree, for a period of time concurrent with institutional accreditation.

RESOLVED:  that Board of Governors for Higher Education approve a Sixth-Year Certificate in Educational Leadership, leading to the 092 Certification, to be offered by Quinnipiac University, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education approve the modification of the accredited program in International Studies, offered by Fairfield University, leading to a Bachelor of Arts (B.A.) or a Bachelor of Science (B.SD.) degree, for a period of time concurrent with institutional accreditation.

RESOLVED:  that the Board of Governors for Higher Education guided by the state’s goals to ensure affordable access, encourage college attendance and support workforce development in Connecticut and the responsibilities contained under Section 10a-15 of the Connecticut General Statutes, receives the 2008-09 tuition and fee adjustments as presented.  It directs Department staff to undertake discussions with the Connecticut State University regarding the unbundling of the University General Fee and addressing the differentiation between full and part-time students with a report back to the Board by April 1st.  In addition, the Board makes the following recommendations:

  • The constituent units should explore ways to improve process management and streamline costs to drive efficiency, and the Governor and the General Assembly should consider formal incentives to encourage these cost reduction/containment efforts.

  • The constituent units should make substantial progress in submitting the data necessary for the Department to assess and report on net costs of attendance.

RESOLVED:  that the Board of Governors for Higher Education, subject to its responsibilities contained in Section 10a-5 of the Connecticut General Statutes, approve a merit award to the Board’s secretary as listed in Exhibit A (exhibit on file), effective with the next pay period. 

RESOLVED:  that the Board of Governors for Higher Education, subject to its responsibilities contained in Section 10a-5 of the Connecticut General Statutes to select and employ a commissioner of higher education, to fix terms and conditions of employment, and to fix compensation for the position, elects Michael P. Meotti as Commissioner according to the terms of the employment contract covering the period March 1, 2008 to June 30, 2010 and signed on January 4, 2008. 

January 2, 2008 Special Meeting:

RESOLVED:  that the Board of Governors approve an Alternate Route to Certification program, leading to the Early Childhood Certification, to be offered by Charter Oak State College, until 2010.
